Under the Fire Safety Order 2005 the designated responsible person or authority must carry out a fire safety risk assessment and implement and maintain a fire management plan for any business premises where they have either full or partial control. It is (often) down to an individual within a business to do such.
Commercial Risk Assessment
New businesses will comply with architectural, designation and functional build requirements as a part of legal fire risk specifications and will have appointed either an internal specialist or external contractor to meet legislative requirements. Many business do not - with fiscal and penal penalties.
Residential Risk Assessment
As a home owner you are not (as yet) responsible under law to complete a fire risk assessment— but as a landlord or letting agency you fall under the same recently introduced guidelines as does any business responsible for fire hazard and subsequent risk of injury to tenants or persons in your care.
